BANGALORE GETS SUBURBAN TRAINS


The State and Central Governments may begin planning for suburban train to ease traffic congestion in Bangalore, it should have been planned 10 years back, but, better late than never, the Government has announced that it would start the PLANNING BY MAY, 2017.

 

PRR WILL BE A REALITY SOON


The Peripheral Ring Road, which was delayed has been taken up by National Highways Authority and will be executed soon.

It is a good news for the commuters.  It is 65 Km and connects Nelamangala, Devanahally, Hosakote, Anekal, Kanakapura and Makali, thus reducing the traffic congestion in and around bangalore.

The effects of NGT order on lakes and raja kaluve


Ignorance is Bliss: For un approved, illegal, unauthorised, green belt, DC Converted sites owners and fake katha property owners across the state, are a happy lot, as long as they are Ignorant about the prevailing laws.

There are innumerable layouts formed in Green Belt, Agricultural Zone, amidst Raja Kaluve, Encroaching the lake and on Gomala Land in Bangalore rural and urban districts.  The State Government has demarcated the Bannergatta National Park`s Eco Sensitive zones and over 30 villages and the layouts are affected by the order.

It is presumed that there are over 1,00,000 revenue sites, DC Converted sites (both legal and illegal) which are abetting the lakes, raja kaluves, kalu daari and bandi daari. 

Even, the BMRDA approved layouts in and around Anekal Taluk, where a large number of lakes are encroached and the sites near the border or the boundary of the lakes are affected by the NGT Order.  One such case is in Rajapura Village.

The incomplete projects by DLF, Hiranandani and others in Hulimavu on Begur Road, which has a large chunk of Raja Kaluve and secondary drains, might be badly affected as the project is still under litigation and had not been completed and the plan had been modified/altered/amended.  Another builders project at seethramayyana kere in Bangalore East might also be affected.  A leading builder`s project near kaikondarahally-ambalipura-kasavanahally-lakes will definitely be affected, as the residential complex is just 100 feet from the boundary wall of the lake, which had been enhanced to 250 feet, as it still incomplete and had not obtained OCCUPANCY CERTIFICATE.

As per the RERA, any project/building/apartment, which has not obtained the OCCUPANCY CERTIFICATE from the competent authority is considered as INCOMPLETE and will be affected by the Act.

 

PAY TAXES ONLINE THROUGH BBMP WEBSITE FROM 04-04-2016 BY EVENING


ONLINE BBMP PORTAL TO PAY TAXES

The BBMP has made necessary arrangements through its website to pay the property taxes from 04-04-2016 evening or latest by 05-04-2016.  The citizens can avail the online facility to pay the taxes for 2016-17 and avail 5% rebate, if paid within 30-04-2016.

WATER SCARCITY and POWER CUTS IN APRIL 2016


Due to inclement weather and harsh summer, the underground water table across the state is depleting very fast and the water storage levels in the reservoirs supplying drinking water to Bangalore does not have enough storage and this might affect the regular water supply.

The apartments depending upon water tankers might have to pay up to Rs.2,000/- to Rs.2,500/- per tanker of raw water this summer.  The best part of these apartments are that in one of the high end apartment, the residents demand that their SWIMMING POOL must be filled up with water at whatever may be the cost !!!!!!

There is acute shortage of electricity and the Government is unable to procure enough power and hence, there will be unscheduled power cuts throughout April and May, 2016.

SEVERE DROUGHT IN KARNATAKA


Harsh summer, Power and Water shortages in Bangalore and Karnataka in 2016

Karnataka and Bangalore is staring at a critical water shortage and a harsh summer, this as experts feel is worst in 40 years.

The state government has already declared drought in 136 talukas, this in itself considered the worst in 40 years.

Bangalore`s Whitefield, Electronic City, Sarjapur Road, Hebbal surrounding newly developed areas in Bangalore north is badly affected by the dwindling ground water levels.  Many bore wells are dry and water tankers are the only hope for the commercial and residential establishments.

6,000 to 7,000 liters of untreated raw water is sold at Rs.300/- per tanker to Rs.900/- a tanker in February, 2016 and due to severe shortage of water, the tariff is on the rise, it might reach Rs.1,500/- a tanker by May, 2016, if there are no rains.

Due to the fire at linganamuki/sharavathi hydro project, the power situation is equally grim.

The entire state is facing a severe drought and shortage of drinking water is of serious concern.

Bangalore District Administration recovers encroached lands


Continuing its drive to recover the Government Lands, the District Administration has recovered lands worth over Rs.1,600 Crores in Bangalore District, which includes an apartment complex at Hulimavu.

On the otherhand the BDA has also initiated the recovery proceedings and issued notices in several parts of Bangalore.

Contempt of court proceedings initiated against the BDA due to its failure to safeguard the recovered govt lands  and preventing the construction and rebuilding of the demolished and recovered lands at Sarakki-Puttenahally lake, in Bangalore South.

 

POWER CUT AND OTHER PENAL ACTIONS AGAINST APARTMENTS AND INDUSTRIES DISCHARGING TOXIC, UNTREATED SEWAGE AND WASTE INTO THE LAKES – SEVER ACTION IS CONTEMPLATED


Severe action against apartment complexes, which are discharging untreated and toxic materials and waste into the lakes in Bangalore is being contemplated by the Government in order to stop the dying lakes and water pollution. The KSPCB and other Government Departments may disconnect power supply and initiate other penal proceedings, if the STP is not installed and the sewage is NOT treated properly.

The main reason behind the huge discharge of toxic waste and sewage in Bangalore south and east are the illegal Dying units (which are banned in Tamil Nadu) which are releasing highly toxic and pathogens into the raja kaluve and streams, industries and the illegal and unauthorized apartment complex, (B katha apartments) which do not have STPs.  Most of the residents use large quantities of detergents, cleaners, acids and chemicals and discharge them without properly treating the sewage, resulting in the pollution of water bodies.

During a review meeting, The KSPCB officials said untreated sewage released by apartment complexes was the main cause for the pollution of water bodies.

The state government has decided to cut off power supply to apartment complexes that do not have their own sewage treatment plants. Many apartment complexes in the city release untreated sewerage directly into lakes and other bodies, leaving them extremely polluted.

A LEADING BUILDER`S PROJECT – FOREST DEPARTMENT ISSUES NOTICE TO VACATE – AS USUAL, THE BUILDER HAS APPROACHED THE JUDICIARY TO DELAY THE ????????????


It has come to light that one of the leading builder, knowingly well has bought a piece of land in the Jalahally – Peenya Area, which actually belonged to the Forest Department and is constructing apartments.  The Forest Department has  issued eviction notices to a private builder.

The matter is pending appeal with the state government, as the builder has challenged the report’s findings.
But, Ultimately, He will have to GO!!!!!!!!!

Buyers must exercise their diligence and check the docs thoroughly, before getting TRAPPED in this project.

APARTMENT OWNERS ASSOCIATION IN KARNATAKA – MOSTLY LOCATED IN BANGALORE – MAY FACE HEAT FOR NON-COMPLIANCE OF DIRECTIONS OR CONDITIONS OF APPROVAL FROM FIRE AND EMERGENCY SERVICES DEPARTMENT


The Karnataka Government has directed the Fire and Emergency Services and allied departments to regularly conduct checking of residential and commercial complexes across the state regarding the compliance of the directives issued at the time of issuing the NOC to occupy the complex or the building.

It has been found that over 13000 apartments/commercial complexes have neglected/ignored the maintenance of fire and emergency related directives and the safety procedures and the High Court of Karnataka has recently came down heavily against the carelessness attitude of the Government.

The State Government took a strong note and are inspecting the residential/commercial premises and issuing directions for the keep up and the maintenance of the emergency instruments and tools.

In the event of Non-Compliance, the authorities have powers to disconnect electricity and water supply to the concerned complexes.

PROPERTY REGISTRATION VALUE MIGHT GO UP BY 10% TO 30% IN KARNATAKA


The Department of Stamps and Registration is embarking upon the revision of guideline values for the registration of properties across the state and might effect the same by October, 2015.

The revision of Guideline value has been taken up on a yearly basis and it is based on the market values.

The property market in Bangalore is already reeling under pressure of unsold apartments and additional pre launch projects from all and the sundry.

The market is flooded with properties, most of which is either irregular or with `B`ogus katha, or deviation or violation.

Even, the banks, have attached many properties and are trying to sell it through public auction. Most of these properties have deviation, violation, irregularities and title defect. Though, it is always felt that the properties financed by the banks have clear title, the truth is otherwise.

Along with the unsold inventory of properties, increase in the guideline value will affect the sales and the development of this industry.

Apart from the increase in the registration expenses, the buyer and the seller will also have to prepare themselves to `PAY MORE INCOME TAX` in the form of Capital Gain and sufficient accounted money.

AADHAAR AUTHENTICATION FOR PROPERTY TRANSACTIONS MAY BE MANDATORY IN KARNATAKA SOON TO ELIMINATE FRAUD AND DUBIOUS TRANSACTIONS


The stamps and registration department may make Aadhaar authentication “A MUST FOR PROPERTY REGISTRATION” in Karnataka.  However, this authentication can happen only in case of customers who are Aadhaar holders.

The services will be offered by Centre for e-Governance, Karnataka, which is in charge of the enrolment process. This will be done in coordination with custodian of the data, Central Identities Data Repository. Since Aadhaar authentication works on biometrics (including thumb impression), a mandatory process during the time of registration (only thumb impression), its validation will show up discrepancy and impersonation, hence eliminate dubious transactions.
Any registration, be it a document or marriage, involves recording the biometrics of the executer along with their signature and photograph.

During the process the process of property registration thumb impression and the photo of all the sellers and the buyers are captured and with the AADHAAR authentication, the captured thumb impression and the photo of the buyer or seller is matched with that in the back-end server, but for this process to be successful the buyers and sellers has to be registered on Aadhaar. Since all biometrics are synced the data of the person will pop up from which the previous transactions, if any, can be ascertained and the identity of the person found. This way, a discrepancy/defect/fraud/multiple sales of the same property can be spotted and the transaction stopped.
This linking of Aadhaar with the stamps and registration department will detect impersonation in property transactions and curb fraud and dubious registrations. Once Aadhaar is made mandatory, the 12-digit unique identification number will have to be mentioned in all government and bank transactions. The government has mandated Aadhaar as a document for proof of identity (PoI) and proof of address (PoA). Since the UID number cannot be tampered with, it can bring down property-related scams to a great extent.

BANNERGHATTA ROAD, BANGALORE, TO BE WIDENED TO 150 FEET


The state government has decided to increase the width of Bannerghatta Road to 45 metres (147.6 feet), But there are 405 property owners across this stretch, who are not willing to forego their properties,  this has proved to be a double-edged sword: While it is bound to cheer motorists , it would prove to be a nightmare for property owners who are likely to lose portions of their land/properties in the road widening process.
This was indicated by the undersecretary, urban development department, vide a letter dated May 8, to BBMP commissioner.  The BBMP will acquire the properties through TDR (Transfer of Development Rights). The detailed project report is ready and funds have been allocated for the widening in the budget.

It is learnt that the TDR ratio might be increased from 1.5 to 2.5 times will be awarded to the properties so acquired for road widening, in the event, in spite of the tempting offer, if the property owners does not wish to surrender, then, the government have to use emergency provisions to acquire the same.
