          As of May 15, 2026, the Karnataka Government has announced a one-time relief scheme. For a limited window of 100 days, the conversion fee has been slashed from 5% to just 2% of the guidance value.

          If you own a property valued at ₹1 Crore, this limited offer saves you ₹3 Lakhs in government fees alone. After this window closes, the fees will revert to the standard 5%.

A-Khata vs. B-Khata: What’s at Stake?

An A-Khata is not just a piece of paper; it is the “identity card” of a legal property.

  • Bank Loans: Nationalized and private banks rarely lend against B-Khata properties.
  • Resale Value: A-Khata properties command a 25-30% premium in the Bangalore market.

The Step-by-Step Conversion Process (2026 Edition)

The process is now digitized through the BBMP e-Aasthi portal, but it remains legally rigorous. One wrong upload can lead to a permanent rejection in the system.

  1. Eligibility Audit: Ensure your property is not on encroached “Rajakaluve” (stormwater drains) or government-reserved land.
  1. Tax Clearance: All property tax dues up to the current financial year (2026-27) must be cleared.
  2. Digital Application: Submission of the E-PID through the GBA portal.
  1. Fee Payment: Payment of the discounted 2% conversion fee plus “Betterment Charges” (ranging from ₹200 to ₹250 per sq. metre depending on your zone).
  1. Physical Verification: A mandatory site inspection by GBA officials to verify ground reality against the submitted documents.
  1. Issuance: The digital A-Khata certificate is issued within 30–60 days of successful verification.

Any submission found to involve:

  • Fraud or fraudulent manipulation of documents;
  • Misleading, false, or deceptive averments, statements, or representations;
  • Forged, fabricated, or altered documents, sketches, or locations;
  • Untrue, fabricated, or deliberately misleading clarifications or information;

will be summarily rejected, and the applicant shall be disqualified immediately.

          Furthermore, such violations constitute serious offenses under applicable laws, including but not limited to provisions of the Indian Penal Code

What’s New in 2026?

The rules have changed significantly this month. To qualify for the 2% rate, your property must meet these new criteria:

  1. “Namma Khate, Namma Hakku” Campaign: The government is pushing for doorstep e-Khata delivery. You must have a valid digitized e-Khata before applying for the A-Khata conversion.
  2. 15% Violation Relaxation: In a major move, building deviations (setbacks, extra floors) up to 15% are now being regularized (up from the previous 5% limit).

GBA Open House: Starting May 16, “Open House” camps will be held every Saturday at 52 venues across Bangalore to assist with these conversions

For the 2.5 million readers who have followed Ecopack for legal clarity since 2009: The wait is over. On May 13, 2026, Deputy CM D.K. Shivakumar announced the “Bhu Guarantee” scheme—a historic 100-day window to regularize your B-Khata properties at a massive discount.

The 100-Day “Bhu Guarantee” (May 16 – August 2026)

Starting May 16, 2026, the Greater Bengaluru Authority (GBA) has slashed the conversion fee from 5% down to just 2% of the property’s guidance value.

If the Property Valued (Guidance Value)(Official Value) at ₹1 Crore: You previously had to pay ₹5 Lakhs. Now, you pay only ₹2 Lakhs.

  • Property Valued at ₹50 Lakhs: Your fee drops from ₹2.5 Lakhs to ₹1 Lakh.

Warning: This is a strict 100-day window. Applications submitted after August 2026 will revert to the full 5% fee.

While the government has made the process “easier,” the GBA has internal guidelines to reject properties built on:

  • Encroached Rajakaluves (Stormwater drains) or Govt lands, Where there are NO approachable roads or accessibility.
  • Land reserved for public roads or parks.
  • Properties with more than 15% deviation.
  • Properties under Litigation or if any genuine objection raised or any claim raised by the interested parties or legal heirs.
  • Disputed lands and properties.

If you pay the 2% fee and your application is rejected due to a title flaw, there is  no clarity on refunds. It is strongly advised to file genuine, authentic and legitimate documents for the regualarisation.
