BBMP BUDGET FOR 2014-15 PRESENTED
Taxation and finance standing committee chairman Dr. M S Shivaprasad, Presented the BBMP Budget and in his budget speech said: “As per the 2014-15 budget estimates, opening balance is Rs 48.09 crore, receipts are Rs 7,731.43 crore, totaling Rs 7,779.51 crore; out of which Rs 2,661 crore are tax receipts, while Rs 2,260 crore are non-tax receipts.
Government grant is at Rs 1,833.27 crore and other income is at Rs 976.85 crore. The total expenditure is pegged at Rs 7,773.08 crore; out of which revenue expenditure is Rs 2,466.10 crore, and capital expenditure Rs 5,306.98 crore.” He has claimed that BBMP’s budget 2014-15 is a Rs 6.43-crore surplus budget.
Chief minister Siddaramaiah’s budget presented on February 14, he had announced a total grant of Rs 1,527 crore from the state to BBMP under the Nagarothana, 13th Finance Commission and State Finance Commission, Lake Development, and the Chief Minister’s Special Grant schemes. In addition to these grants, the state budget visualised BBMP taking up the following projects during 2014-15:
Comprehensive development of selected Arterial and Sub Arterial Roads (Rs 500 crore)
Widening of important roads as per the Master Plan 2015 (Rs 300 crore)
Development of 12 main roads under TENDER SURE model (Rs 300 crore)
Development of backward areas of earlier CMCs and TMCs (Rs 250 crore)
Construction of Railway under bridges and over bridges (Rs 200 crore)
Construction of Grade Separators at important junctions (Rs 200 crore)
Comprehensive development of footpaths (Rs 100 crore)
Development of important junctions (Rs 100 cr)
Development of 31 lakes (Rs 100 cr)
Disposal /processing of solid waste (Rs 100 cr)
New parking policy (Rs 10 cr)
OTHER HIGHLIGHTS
*A suo-moto decision has been taken by the taxation and finance committee (approved by the council) to adopt the Karnataka Land Revenue Act (chapter XIV, section 157-192). If enacted, moveable properties of property tax defaulters can be confiscated.
* About 2,000 high value properties have been identified. A cell will be formed to collect taxes.
* Financial assistance of Rs 6,000 per auto for about 20,000 autos in Bangalore to install GPS-based electronic meters (Rs 12 crore).
The BBMP is expecting a massive revenue by the way of improvement/betterment charges and also counting on the revenue from AKRAMA-SAKRAMA scheme.
