Is this not a glaring instance- rather one of those many- in which the authority , even if sufficient precautions are not taken deliberately or otherwise, before exercising his /its vested powers, but chooses to and goes ahead with issuing an ‘order’? And, in case of any deficiency, technical or otherwise, passes on the proverbial ‘ buck’ to the gullible public, who is eventually faulted and penalized or punished. Thereby, undeniably violating all known principles of natural justice. One thought, if not the
‘executive’, in any event it is the judiciary who should take full care of this unenviable paradox, and render ‘justice’.

Yes. We do agree. But, there is laxity and deficiency by the authority, by the time, justice is rendered, the citizen would have been subjected to irreparable loss. At the same time, The buyer/common man must also exercise utmost care and conduct a diligent enquiry into, what he is buying, but he never does it, due to his inaction, he lands in mess.
