the rules are being framed and will be out soon ( in govt word, it may be a month or even more) and then, there will be a 30 day period to submit the objections. Once the objections are scrutinised(normally over ruled or rejected), then, it will be notified. The aggrieved parties will go the high court and if they are not satisfied, will approach the supreme court, if they are capable, can get STAY ORDER.
